[Libva] [ANN] libva-vdpau-driver 0.7.4

Hi,

A new version of the VDPAU-based backend for VA-API is now available at:

Major change is that it now works with gstreamer-vaapi (0.4.0
release). The rest is just accumulated contributions that were merged
over this year.
