[Libva] Strange flickering in first row of pixels when using vaapi

No, still exactly the same problem.

I uploaded a small testvideo:

It's broken in the first 50% of it, but then the initial timing issues 
are gone and you can see the flickering and the artefacts it's causing.

I'll report it as a bug.
