[Libva] regression from 1.2: ivybridge + i965/libva=1.3 decodes solid black with mpv --hwdec=vaapi --vo=opengl

I can't reproduce this issue with mpv too, and update the status at 
https://bugs.freedesktop.org/show_bug.cgi?id=76755
