[Libva] [ANNOUNCE] libva 1.3.1

Hi,

Libva 1.3.1 is now available at 

http://www.freedesktop.org/software/vaapi/releases/libva/


The version of VA API is bumped to 0.35.1

This version brings the following changes:

* API: fix VA_ENC_PACKED_HEADER_RAW_DATA value
* API: add STE filter to the VPP pipeline
* Update doxygen tags in libva
* Fix doc/Makefile.am
* A workaround for https://bugs.freedesktop.org/show_bug.cgi?id=76755 in
case user still uses older version xorg-server
