[Libva] [PATCH V4 0/7] HEVC encoder summary

V1-->V2:
1.add the style alignment patch
2.seperate the files into different patch and ensure building successfully.

V2-->V3:
1.re-order the PATCH to ensure HEVC entrypoint/profile query in the last commit.
2.seperate file src/i965_encoder.c from the"VME pipeline" patch and as an independent patch.

V3-->V4:
1.set coded_buffer_segment at the beginning of output buffer.
2.define the function declare in the patch "Added PAK pipeline"
3.change the HEVC_CODEC value as 5

HEVC enc feature:
1.LCU size is 16x16 only
2.Min CU size is 16x16 only
3.Transform size 16x16~8x8
4.I/P/B frame enabled.
5.Constant QP only
