Looking at your (very verbose) debug log, the error seems to be between the
rtpspsrc and the rtph264depay, not in any of the vaapi elements.

Could you try your same pipeline using software decoder such as gst-libav and
ximagesink? could you try with playbin instead of a custom pipeline?

vaapiparse_h264 brings some features that are still not merge into h264parse.
