[Libva] HD 4400/4600 h.264 decode/encode profiles

Hello!

According to this https://01.org/linuxgraphics/community/vaapi
Maximum level is 4.1

According to this http://en.wikipedia.org/wiki/H.264/MPEG-4_AVC
1,280×720 at 68.3 (9)
1,920×1,080 at 30.1 (4)
2,048×1,024 at 30.0 (4)

Before I have tested encoding with resolution 3840x1080.

So, my question is: how to understand specs about decoding/encdoing profiles?
Are they really limit resolution? Or does it depends of picture?
