[Libva] libva-intel-driver jpeg encoding architecture targets

Skylake (SKL) is GEN9,  JPEG encoding is supported on Cherryview (or
Braswell) and higher. We don't have plan to support JPEG encoding on
old platforms.  I send a patch to update platforms/codecs, you can
refer to it.
