[LightDM] Controlling Which Users Show Up in Greeter

LightDM uses accounts service preferentially and falls back to it's
own internal version if it's not available (using users.conf). I gets
the list of available users, their full names and preferences like
session etc for them.
AccountsService is missing a user filter, see this bug for more information:
