As You can see above, I have this option. As I write below, I can
click at this one user line and then menu with all users appears, but
sometimes would be better, when all users are immediately displayed
(without need for clicking at this only one displayed)

I have upower installed and running, "ps xa|egrep '(bus|power)'" output:
  772 ? Ssl 0:00 /usr/libexec/upowerd
  800 ? Ssl 0:00 /bin/dbus-daemon --system --address=systemd:
--nofork --systemd-activation

"upower -d" output (it is desktop PC):
Daemon:
  daemon-version: 0.9.17
  can-suspend: yes
  can-hibernate yes
  on-battery: no
  on-low-battery: no
  lid-is-closed: no
  lid-is-present: no
  is-docked: no

but this power icon at login screen does nothing, no matter when I click
left or right mice button.

at login screen, I see only one user (me, perhaps because I was last
logged-in user). But this user line act as radio button - it has arrow
at right side, and when I click on it, pull-down menu with list of all
system users appear. And there are listed users "nx" and "pcguest",
although they are in "hidden-users=" list in "users.conf"
(user "nobody" isn't displayed, but probably bacause he has shell which
is listed in "hidden-shells=" list)
