[LightDM] lightdm 1.21.0 released

This is the first unstable release in the 1.21 series. 1.22.0 will be
released in April 2017 and the 1.21 series will be supported until January
2018.

Overview of changes in lightdm 1.21.0

    * Add liblightdm functions for getting OS release information and the
      message of the day.
    * Warn if we find unknown keys in configuration.
    * Fix .profile errors not showing in .xsession-errors log.
    * Remove duplicate Qt property in liblightdm.
    * Fix and improve liblightdm API documentation.
    * Minor GIR annotation fixes.
