[Mesa-announce] [ANNOUNCE] mesa 19.0.0-rc4

Hi List,

I've gone ahead and made a -rc4 today as I tsaid I would yesterday. This
includes all of the patches from rc3, plus a whole set of changes that should
have been in both -rc2 and -rc3. 

Among the changes pulled in since rc3:
- one fix for meson
- a plethora of nouveau fixes
- fixes for radv, amdgpu, and radeonsi
- fixes for gallium-xlib
- fixes for core gallium
- fixes for the va state tracker
- fixes for anv

In rc3 we had:
- a revert of several nir patches that caused regressions, these are
  optimizations and have been fixed on master, but we decided that the number of
  fixes required to make the optimization work was too much for stable and
  reverted instead
- some nir fixes
- fixes for nouveau
- fixes for amd/common
- fixes for radv
- fixes for freedreno
- fixes for xvmc

We'll plan to be back next week with -rc5. Looking at the release tracker there
are still quite a few unresolved bugs on the 19.0 release tracker, so unless
those are removed or fixed I would expect an -rc5 and not a final release next
week.
