[Mesa-announce] [ANNOUNCE] mesa 19.2.0-rc4

Hi List,

I'd like to announce the availability of mesa 19.2.0-rc4. Things are starting to
slow down, which I like to see this late in the release cycle. There are only 4
blocking bugs left on the tracker:
https://bugs.freedesktop.org/show_bug.cgi?id=111444 (plus 1 soft blocker),
and it looks like there's progress on all of them, so I'm still hopeful that
next week we'll have the final 19.2.0 release next week.
