[Mesa-ci-intel] CI results for staging/18.2-ci - aka Mesa 18.2.3-rc1

[Mark Janes]

I've set up a build to properly automate testing this branch.  You
should start seeing notifications after pushing to to the branch, and
links to the results when they complete.
