[Mesa-ci-intel] Add staging/19.1 branch to the CI

Done! New CI job is called 'mesa_19.1'

I added a new job that will build daily (called 'mesa_19.1_daily'), and test a
lot more items (including 32-bit). We used to do this on older stable branches
but mysteriously stopped.
