Revert "intel: Add spans code for the ARB_texture_rg support."

This reverts what remains of commit
28bab24e1698843e27d27204a1117066e7ffeabb.  It was garbage, trying to
use a MESA_FORMAT enum as a preprocessor token, and I don't know how I
thought it was even tested.
