glsl: Track matrix layout of structure fields using two bits

v2: Rename GLSL_MATRIX_LAYOUT_DEFAULT to GLSL_MATRIX_LAYOUT_INHERITED.
Add comments in glsl_types.h explaining the layouts.  Suggested by Matt.
