nir: Distribute binary operations with constants into bcsel

This was specifically designed to simplify 1+mix(0, a-1, condition) to
mix(1, a, condition) by pushing the 1+ inside.

Skylake, Broadwell, and Haswell had similar results.  Skylake shown.
