We really need a general test like fbo-blending-formats that does all
texture formats for various extensions, but without FBO rendering.
fbo-generatemipmap-formats is almost that, except that it's also testing
the mipmap code at the same time.
As is, when I go to change non-renderable texture handling it feels like
risk to me, and I don't feel the payoff for LATC that I do for RGTC :)
