Closing this bug since I found out what the real problem was, which is not
about missing file in mesa, but a missing dependency check when selecting d3d1x
state tracker. Mesa should check if wine-dev is installed when that state
tracker is selected. I'll open a different bug for that and I'll see if I can
get a patch at some point.
