[Mesa-dev] [PATCH 3/5] glsl: Remove ir_function.cpp:type_compare()

The function is no longer used and has been replaced by
glsl_type::can_implicitly_convert_to().
Note: This is a candidate for the 7.10 and 7.11 branches.
