I am getting this too, both with intel Sandy Bridge and radeon Xpress200m, with
free drivers.
They both use mesa 9.0 and kde 4.9.2, and the tearing happens in the top and
bottom 1/5th parts of the screen.

Going back to 8.0.4 solves the issue.
