[Mesa-dev] [RFC] Mesa 9.2 and release process changes

Well, I was hoping to have my first release be on time, but I didn't
quite make it.

I have assembled a candidate branch for release, and I've pushed it to
the "9.1" branch in the mesa repository. In my limited testing, (a
piglit run on one architecture---my Intel Sandybridge laptop), I've
found no regressions.

I plan to perform a stable release with this code in two days
(2013-07-17) unless anyone objects. So please review the commits in this
branch, test it out, and let me know if you see any problems.
