Yeah I figure driver maintainers can just adjust it later on if they are
not happy with the default.

According to the spec its a bug fix for Bug 10229. I don't know any
further details as the spec bugtracker isn't public (as far as I'm
aware) but I'm sure you guys have access to check it out if your
interested in the reasoning.
