Yeah, I didn't mean to imply it should be a requirement. Definitely
something to do later.

Hmm... would it be possible to move those optimizations to
glLinkProgram() time, so that we could do link -> post-link
optimizations -> NIR optimizations -> throw away GLSL IR during
glLinkProgram()? I thought it was going to be easier than that. But
again, no big deal.
