   "The initial internal format of a texel array is RGBA
    instead of 1. TEXTURE_COMPONENTS is deprecated; always
    use TEXTURE_INTERNAL_FORMAT."

Fixes Khronos OpenGL CTS test failure: proxy_textures_invalid_size
