Oh, I forgot that in this bug Ken says that disabling constant
propagation fixes the problem.

I haven't investigated this, and I don't think it's terribly useful to
spend much more time debugging this. To be safe, I think we should
revert these patches from the 10.2 branch, since we don't have a good
understanding of why they work or why they don't.
