As per discussion here,
http://lists.freedesktop.org/archives/mesa-dev/2014-May/059679.html,
drivers should be able to advertise support for some of these OES
extensions. I can look at one of the proposal mentioned in the
discussion, that is to enable support for these extensions in case
driver advertises support for ARB_texture_float.
