[Mesa-dev] AppVeyor: Build failed: mesa 58

There hasn't been a single spurious build failure since my commit 
a9a0c693e5cfaf25fbda09d226d4965942baf348 to avoid downloading 
winflexbison from SourceForge by caching it.

So I've just re-enabled notification emails to this list.
