Fixes 3 dEQP tests:
* dEQP-GLES3.functional.negative_api.state.get_program_info_log
* dEQP-GLES3.functional.negative_api.state.get_shader_info_log
* dEQP-GLES3.functional.negative_api.state.get_programiv
