Nope it's still there - right at the bottom of swr/Makefile.am.
Although there's a few other bits that I've missed.

I was meaning to check with distro maintainers about their view on the
topic.... Yet it seems that the final (?) user - Debian has stopped
building the xlib libGL(s). Can you port over the osmesa approach
