Testing more shows that I get the same size file independent of framerate. An example inputting rawvideo and asking gstreamer for 30mbit with 500 frames 2560x1440 for both 25fps and 50fps produces 60M byte files for both.

omx doesn't have this issue, for 30mbit the files produced are 53M and 26M.

Also noted that omx takes 3.8 seconds and vaapi 13.8 for the same input.
