Here using

PIPE_HANDLE_USAGE_EXPLICIT_FLUSH

  is wrong. Both vaapi and vdpau don't call flush_resource.

Perhaps vaapi and vdpau can get fixed to call it, I don't know which is best
for the target usage of the resources.
