[Mesa-dev] [PATCH] gallium: Fix install-gallium-links.mk on non-bash /bin/sh

Debian uses dash by default, which doesn't do '+='.  Fixes servo's
osmesa-based headless testing system, which was looking for libOSMesa in
the lib/ directory.
