Launching Dota 2 (with -vulkan as a command-line argument) on R9-390 displays
the title screen, but then it hangs the GPU.

Also, vulkancube and vulkantri fail to render correctly on this GPU but because
Dota 2 is a more complex test case there is, in my opinion, no need to file a
separate issue for vulkan{cube,tri}.

Extra question: Is the Radeon Vulkan driver being tested with GCN 1.1 GPUs by
the driver developers?
