Yes.  Particularly, it's for the sort of compressed formats that get
provided directly by users.  It is also useful if you want to, for
instance, copy from RGBA8_UNORM to RG16_FLOAT bit-for-bit without doing any
conversion.  In short, it's a memcpy() for image data.  GL and Vulkan both
have such APIs: glCopyImageSubData and vkCopyImage.
