How did you determine that? According to
https://packages.debian.org/search?suite=wheezy&mode=exactfilename&searchon=contents&keywords=expat.pc
it's been there since wheezy (which is oldoldstable at this point) at least.

FWIW, the way to raise something like this would be to file a bug report
or contact the package maintainer(s) directly.
