[Mesa-dev] travis-ci: meson build expects LLVM 5.0, but travis profile provides 3.9

Currently, the first build fails with 

  meson encountered an error in file meson.build, line 976, column 2:
  Could not generate link_args for config-tool.
  llvm-config: error: libLLVM-5.0.so is missing
