[Mesa-dev] [PATCH V3] r600/radeonsi: enable glsl/tgsi on-disk cache

v2 looked better, because HAVE_LLVM can be > 0, but r600g doesn't need
llvm_timestamp. (note that drivers/radeon is a static lib used by
r600g and radeonsi)
