I'm seeing this on Arch linux, up to date as of today. That is with the mesa
17.0.1-2 package. plasmashell throws a dialog that say this:

Plasma is unable to start as it could not correctly use OpenGL 2.
 Please check that your graphic drivers are set up correctly.

And then exits with a message that says "Open GL context could not be created".
If I downgrade the mesa (and related) package to 17.0.0 then things work as
expected again. Happy to supply additional info as needed.
