AFAIK MESA_NO_ERROR=0 currently enables the "no error" behaviour — the code
only checks that the environment variable is set to any value.

Ideally, MESA_NO_ERROR=0 should disable the "no error" behaviour, even if the
application tries to enable it. Or there needs to be some other mechanism for
that.
