[Mesa-dev] last call for autotools

There are 2 issues with meson:
* -DDEBUG is not present in debugoptimized builds.
* meson ignores CFLAGS with --reconfigure, for example: CFLAGS="-DDEBUG"
meson --reconfigure ... doesn't update CFLAGS.
