What does 

glxinfo | grep "OpenGL renderer string"

say? If DRM version is < 3.0.0, you should make sure your kernel is at least
4.13 and then add 

radeon.si_support=0 radeon.cik_support=0 amdgpu.si_support=1
amdgpu.cik_support=1

to the kernel commandline.
