Michal meanwhile confirmed.

"Exactly. We do not need it anymore since that change in LLVM build. It would
be still useful for anyone who uses Mesa with LLVM build using
BUILD_SHARED_LIBS, but it is just workaround for issue in LLVM. Which LLVM
upstream does not want to address since the build mode is not meant for this
use case."

I'm removing the patch from (open)SUSE packages. ;-)
