If you trust the function signature, you can simplify that to:

  has_memfd_create = cc.has_function('memfd_create', prefix: '#include <sys/memfd.h>') or
                     cc.has_function('memfd_create', prefix: '#include <sys/mman.h>')

if you decide keep your compile check, I would give them two different
names though (just add "in <sys/foo.h>")
