Yes... I have another patch that adds support for propagating
conditional modifiers from a NOT instruction to a CMP instruction with
the opposite condition.  That patch didn't help anything, so I didn't
send it out.

I can pull this out of the loop now, and if we ever add support for more
scan_inst opcodes, we can move it back inside.
