Consistency within the subsystem is the key. Currently different
subsystems have varying choices - language, formatting, coding
style,... even #include order.

Having nir inclusion in consistent way through the tree is a worthy
goal, but the topic may quickly go south.
I'd won't pursue it but you have my +1 if you want to give it a stab ;-)
