As per the latest VK-GL-CTS commit (57d5e6cdd5365b92a3959e11ee4c7ab889e48cd0)
several new failing coherent memory tests were added.

Setting the GLC bit on all SSBO loads & stores fixed the tests, so the action
item is to get nir to provide it.
