The current build process only installs the overlay into:

/usr/share/vulkan/explicit_layer.d/libVkLayer_MESA_overlay.so

The vulkan-layers package installs the .so files into /usr/lib/ and /usr/lib64
which allows both 32bit and 64bit files to coexist
