[Mesa-dev] [PATCH 1/2] panfrost/midgard: Promote smul to vmul

[Alyssa Rosenzweig]

smul comes first in the pipeline, before vmul. Until we have a full
instruction scheduler, it's better to have vmul prioritized to maximize
bundle size.
